Information for Air Transportation of Service Dogs

I. Who we serve:

We are committed to providing the necessary transportation services for people with disabilities (visual or hearing impairment) traveling with service dogs (including assistance dogs, hearing dogs, and guide dogs).

II. Applicable Routes:

1. The service is only applicable to flights operated by China Eastern Airlines and Shanghai Airlines with China Eastern and Shanghai Airlines flight numbers.

2. The following conditions must be met for connecting flights:

(a) The actual carriers throughout the journey are China Eastern Airlines (MU) and Shanghai Airlines (FM) and the transfer takes place on the same day;

(b) The connecting flight consists of only two flight segments;

(c) The transfer takes place at a major hub terminal (Pudong, Hongqiao, Kunming, Xi'an), and the minimum connection time is not shorter than the transfer time limit of any airport.

IV. Time Limit for Acceptance (before takeoff):

For domestic flights: 24 hours in advance

For international (regional) flights: 24 hours in advance (for flights from/to the US: 48 hours in advance)

V. Application Submission Materials:

1. Application for Air Transportation of Service Animals;

2. Valid work certificate of the service dog (Proof of Training, Service Dog Certificate, or Service Dog Identification Card);

3. Animal Quarantine Certificate issued by the relevant national authority;

4. Rabies vaccination certificate (for international flights);

5. For flights from/to the US:

1) US DOT Service Animal Air Transportation Form;

2) US DOT Service Animal Health Behavior Training Form if the entire flight lasts for 8 hours or more.

VI. Materials to Be Carried on Board (printed):

1. Application for Air Transportation of Service Animals (in duplicate);

2. Valid work certificate of the service dog (Proof of Training, Service Dog Certificate, or Service Dog Identification Card) (original);

3. Animal Quarantine Certificate issued by the relevant national authority (original);

4. Rabies vaccination certificate (for international flights) (original);

5. For flights from/to the US:

1) US DOT Service Animal Air Transportation Form (in duplicate)

2) US DOT Service Animal Health Behavior Training Form (in duplicate) if the entire flight lasts for 8 hours or more.

VIII. Other Requirements:

1. Each passenger may transport one service dog at a time only.

2. Quarantine requirements for pets entering China >>>

Announcement No. 5 [2019] of the General Administration of Customs of the People's Republic of China, Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China, proposed new quarantine regulations for pets entering the country from various airports. The new regulations came into effect on May 1, 2019. For this reason, China Eastern would like to remind you:

(1) Pets that can be brought into the country are limited to dogs or cats (including service dogs accompanying disabled people), with each individual allowed to carry only one pet at a time.

(2) When bringing pets into China, you must provide Chinese Customs with a valid quarantine certificate and rabies vaccination certificate issued by the official animal quarantine agency of the exporting country or region.

(3) Pets must have electronic chips that conform to ISO 11784 and ISO 11785 international standards. The 15-digit microchip code may only consist of numbers and must be capable of being read by a reader. If the chip does not comply with the standards, you shall be required to provide your own reader for the implanted chip.

(4) Pets entering the country must quarantine for 30 days in a quarantine site designated by China Customs. Exceptions apply for pets in the following circumstances:

a. Pets are entering from one of these 19 designated countries or territories: New Zealand, Australia, Fiji, French Polynesia, Hawaii (United States), Guam (United States), Jamaica, Iceland, United Kingdom, Ireland, Liechtenstein, Cyprus, Portugal, Sweden, Switzerland, Japan, Singapore, Hong Kong (China), or Macao (China), have a valid electronic chip, and pass on-site quarantine.

b. Pets are entering from non-designated countries or territories (i.e. all countries and regions other than designated countries or regions), have a valid electronic chip and rabies antibody test report issued by an accredited laboratory (antibody titer or immune antibody level must be above 0.5 IU/ml), and pass on-site quarantine.

c. Guide dogs, hearing dogs or search and rescue dogs that have valid electronic chips, pass on-site quarantine and for which the person bringing the pet is able to provide relevant user certificates and professional training certificates.

(5) Pets that need to be quarantined must enter through ports with quarantine facilities. The list of ports with quarantine facilities is published and promptly updated on the official website of the General Administration of Customs of the People's Republic of China. As of the date of implementation of the new regulations, ports with quarantine facilities are as follows:

(6) China Eastern shall not be held liable if a pet is repatriated or destroyed within a certain period of time by Customs due to the pet having entered the country other than in accordance with the above regulations.

(7) For more information about quarantine requirements, please visit the official website of the General Administration of Customs of China at http://www.customs.gov.cn and read the announcement No. 5 [2019] of the General Administration of Customs of the People's Republic of China, Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China.

3. Passengers flying with service dogs are not subject to fare restrictions and are entitled to the same special fare tickets as regular passengers. Meanwhile, the passengers will not be required to pay any additional fees for their service dogs.
4. Passengers must request the service when making a seat reservation, obtain the prior consent of China Eastern Airlines, and are asked to consult the Information for Passengers with Visual or Hearing Impairments in advance.
5. Important reminders (There may be other special requirements for the entry and exit of animals in different countries or areas):
1) Passengers flying with their service dogs to certain countries may be required to provide other supporting documents in addition to those required by China Eastern Airlines and Shanghai Airlines.
2) Passengers may not be allowed to bring animals to some arrival cities, and restrictions vary by country.
3) Before applying for air transportation of service dogs, passengers are asked to contact the corresponding embassy or consulate to confirm compliance with all necessary procedures.
4) Passengers are also responsible for understanding and complying with relevant national or regional regulations, including but not limited to those concerning animal transportation, exit, entry and transit. China Eastern Airlines Co., Ltd. (including China Eastern Airlines and Shanghai Airlines) will not be liable for any losses or expenses incurred if the service dog flying with a passenger is denied exit, transit, or entry by the relevant national or regional government.

IX. Reminders:

1. Service dogs brought into the cabin must be fitted with muzzle and harness before boarding and may not occupy a seat or run around at will. With the consent of the passengers affected by the service dog's activities on the aircraft, the service dog may be released from the requirement to wear a muzzle.
2. Passengers shall be responsible for seeing their service dogs do not relieve themselves in the cabin in a way that creates a health or sanitation issue on the flight.
3. Passengers who agree to check their service dog shall be offered free carriage of the service dog along with its container and food in accordance with the transportation procedures for small animals without affecting the free baggage allowance.
44. China Eastern Airlines and Shanghai Airlines will confirm the application for the flight departure date and contact the applicant (09:00-19:00). Please keep your phone available after making the application. We will reach out to you as soon as possible. If you do not receive a confirmation call or text message from China Eastern Airlines within 4 hours of submitting your application (during working hours), it may indicate that your application failed to be submitted due to network errors or system delays. Please try again or call 95530.
5. Once your application has been submitted online, China Eastern Airlines will be deemed to have received it, though it will still be subject to approval. Your requested flight may be limited by capacity, lack of available seats, or insufficient airport support. In this case, we will contact you to provide you with other options for flight or date. The success of your application is subject to our final approval.
